What is Bhulekh Odisha?
Bhulekh Odisha is the land records portal of the Government of Odisha, designed and developed by the National Informatics Centre (NIC), Bhubaneswar. It shows the Record of Rights (RoR) for land in the state, in Odia, and links to maps and other revenue services.
An RoR (also called a khatiyan) is the official record of a land holding. It lists the tenant (owner), the khata and plot numbers, area, land class and related entries. People use it to check ownership before buying land, for bank loans, and for applications to government offices.

How to view your RoR on Bhulekh Odisha
- Go to bhulekh.ori.nic.in and open RoR View.
- Select the district, tahasil, village and RI circle from the drop-down lists.

- Pick the entry from the list and open the RoR front page or RoR back page. The record has two sides, so check both before you rely on it.

- Select the district and tahasil and click Go.
- The page shows details for that tahasil office.
Fees and certified copies
An earlier version of this article listed ROR charges of ₹30 for user and government fees, ₹10 for printing, ₹10 for certificate output, ₹8 for kiosk operators, ₹5 for scanning and ₹2 for DEGS. We could not find those figures on the official portal in October 2026, so treat them as old. Ask your tahasil office or authorised service centre for the current charge for a certified copy.
Applying for an RoR copy offline
If you need an RoR offline, apply at the tahasil office:
- Collect the application form from the tahasil office.
- Fill it in and attach the documents asked for, usually proof of identity and details of the land (khata and plot numbers).
- Keep the acknowledgement receipt.
- After the records are checked, the office issues the copy.
